Construction (Design & Management) Regulations 2015 (CDM 2015)

The Construction (Design and Management) Regulations 2015 - often referred to as CDM 2015 - are a set of legal requirements in the UK that aim to ensure health, safety, and welfare are properly managed throughout any construction project. The regulations apply to every stage of construction, beginning with early planning and design, continuing through on-site work, and extending to future maintenance or alterations.

Purpose of CDM 2015

  • The core intention of CDM 2015 is to make construction work safer and more efficient by:
  • Anticipating and controlling risks before work begins.
  • Ensuring responsibilities are clearly assigned.
  • Encouraging effective communication and cooperation between all parties.
  • Ensuring safety considerations are integrated into design decisions.

 

Who the Regulations Apply To

CDM 2015 covers all types of construction activities, regardless of a project’s size or complexity. This includes new builds, refurbishments, conversions, demolition, repair work, and ongoing maintenance.

Key Roles and Responsibilities

1. Clients
The individual or organisation commissioning the work must make sure the project is planned and managed responsibly. They must appoint competent people, provide essential project information, and ensure adequate time and resources are in place.

2. Designers
Anyone involved in preparing drawings, plans, or specifications must reduce risks through thoughtful design. They must avoid foreseeable hazards where possible and communicate any remaining risks clearly.

3. Principal Designer
Required when more than one contractor is involved. This role coordinates health and safety during the design phase and ensures designers are fulfilling their duties.

4. Principal Contractor
Also required on projects with multiple contractors. They oversee and manage health and safety on site, create the Construction Phase Plan, and maintain communication with the principal designer.

5. Contractors
Companies or individuals carrying out the work must plan their activities safely, follow agreed procedures, and cooperate with others on site.

6. Workers
Workers must follow safety instructions, use equipment properly, speak up about concerns, and help maintain safe working conditions.

Pre-Construction Information (PCI)
Background information that helps designers and contractors plan safely before work begins.

Construction Phase Plan (CPP)
A safety and management plan that must be created before any construction work starts.

Health and Safety File
A record containing important information that will help ensure safety during future maintenance or construction work on the building.

Domestic Projects

For private household projects, the client’s responsibilities are automatically transferred to the contractor or principal contractor, ensuring the same level of protection applies.
